With the ‘Salon Basel Next’, Rhystadt has created a platform that provides a space for discussions on the major issues facing the development of sites and cities. ‘We want to facilitate inspiring evenings with leading minds and encourage informed discussion,’ says Christian Mutschler, CEO of Rhystadt AG. Topics covered at previous events have included the question of how ‘recyclable’ an industrial site is, and whether gentrification is inevitably part of any development.

The Klybeck site is to be transformed into an open, green, mixed-used neighbourhood. The planning partners – the canton of Basel-Stadt, Swiss Life, and Rhystadt – have now unveiled the ‘Richtprojekt klybeckplus’ (master plan). In addition to housing for 8,500 people – a third of which will be social housing at cost-based rents – and 7,500 jobs, the plans include two new parks, one on the Rhine and one on the Wiese. Together with green front gardens and additional trees, the new parks will give the neighbourhood more green space. The ‘Richtprojekt’ forms the basis for the land-use plan.
Over the past three years, the three planning partners have refined the ‘Städtebauliches Leitbild’ (urban planning model) that they drew up jointly and presented in 2022, assessed its feasibility, made adjustments where necessary, and confirmed it. The concerns and suggestions raised by the public during the consultation process were also taken into account. In particular, the master plan now sets out proposed open spaces and mobility options in detail, and how existing and new buildings will be managed.

The urban planning model is the overall plan for the construction and potential uses of the Klybeck site. Not only does it serve as an orientation framework for planning and a guiding principle for construction and infrastructure projects, but it is also a foundation for all future planning. The model provides information on the planned ratio of working to residential and where green spaces, nurseries and schools should be located.
The three planning partners presented the klybeckplus urban planning model to the general public on September 20, 2022. These partners – the Canton of Basel-Stadt, Swiss Life and Rhystadt – devised the model in collaboration with the interdisciplinary planning team of Diener & Diener Architekten, Vogt Landschaftsarchitekten, Gruner traffic consultants and the curator Martin Heller, and with the assistance of an advisory body. Consulting the population was deemed to be of utmost importance, as it would be inconceivable to proceed with urban development without their input.

The dialog and participation activities in early 2021 and in the summer of that year concerned the ‘master plan.’ Here, for the first time, specific information on the urban layout, free space and distribution of uses was provided as part of the development of the urban planning model.
The various discussions centered on one question: “If you examine the state of the planning considerations for the development of the Klybeck site, what is your assessment? Are you convinced by the master plan for the development of the district? What are you/are you not convinced about? What else should be taken into consideration?”
